About the programme

The DR-14 intervention of the 2023–2027 CAP Strategic Plan funds investments in small farms. Funding requests are submitted online in AFIR's system from 1 September 2026, 09:00, until 31 October 2026, 16:00; the session may close earlier if the funds run out. The total allocation is 108 million EUR in four components: 30 million for livestock, 30 for vegetable growing, 30 for other sectors and 18 for simple purchases. The quality threshold is at least 80 points in the first monthly stage (September) and at least 40 in the second (October). The non-refundable support reaches 50,000 EUR per project, at most 85% of eligible expenses. Note: on 6 October 2026 AFIR announced that the funds for the simple-purchases component ran out (753 requests, over 35 million EUR, against an allocation of 18 million), so that component has closed. The other three components stay open until 31 October or until the funds run out. The Applicant's Guide and its annexes are on afir.ro, under Funding > Agricultural holdings > DR-14.

What do these words mean?

Eligible

Eligible means you meet the programme's conditions. An eligible expense is one the programme can actually pay for; an ineligible one you pay yourself, even if the project is approved.

Applicant and beneficiary

The applicant is the one who asks for the funding. They become a beneficiary only after the request is approved and they sign the funding contract or decision.

Application session (call)

The period when the institution takes requests. Once it closes you can no longer apply, and sometimes the funds run out before the last day. A programme may have several sessions a year or only one.

Applicant's guide

The official document with all the rules: who can apply, which expenses count, which papers you need and how scoring works. If anything differs from what FonduRO says, the guide is what counts.
