About the programme

Seven calls (Gorj, Hunedoara, Hunedoara – Jiu Valley ITI, Dolj, Galați, Mureș, Prahova) for minor, moderate or deep energy renovation of multi-family residential buildings, for communities. The call is part of the Sustainable Development and Just Transition Programme and is funded from the Just Transition Fund (JTF). Submission is open from 19 August 2026 until 3 February 2027. The call's budget is 174.2 million EUR. Who can apply: territorial administrative units at county, county-seat city, town or commune level, under the guide for each county. The full conditions, the eligible expenses and the scoring are in the call's Applicant's Guide, on the official page; we do not copy them here so they do not go out of date. What do these words mean?

Eligible

Eligible means you meet the programme's conditions. An eligible expense is one the programme can actually pay for; an ineligible one you pay yourself, even if the project is approved.

Applicant and beneficiary

The applicant is the one who asks for the funding. They become a beneficiary only after the request is approved and they sign the funding contract or decision.

Application session (call)

The period when the institution takes requests. Once it closes you can no longer apply, and sometimes the funds run out before the last day. A programme may have several sessions a year or only one.

Applicant's guide

The official document with all the rules: who can apply, which expenses count, which papers you need and how scoring works. If anything differs from what FonduRO says, the guide is what counts.
