About the programme

Two calls (the less developed regions and Bucharest-Ilfov) for improving the quality and relevance of education and training for the labour market, so learners gain key skills, including entrepreneurial and digital ones. The call is part of the Education and Employment Programme (PEO) and is funded from the European Social Fund Plus (ESF+). Submission is open from 30 September 2026 until 27 November 2026. The call's budget is 52.9 million EUR. Who can apply: pre-university schools with vocational and technical classes (including dual education), school inspectorates, educational resource and assistance centres and other applicants listed in the guide. The full conditions, the eligible expenses and the scoring are in the call's Applicant's Guide, on the official page; we do not copy them here so they do not go out of date. The submission dates come from the official MIPE call calendar (set of 8 October 2026) and the managing authority may move them.

What do these words mean?

Eligible

Eligible means you meet the programme's conditions. An eligible expense is one the programme can actually pay for; an ineligible one you pay yourself, even if the project is approved.

Applicant and beneficiary

The applicant is the one who asks for the funding. They become a beneficiary only after the request is approved and they sign the funding contract or decision.

Application session (call)

The period when the institution takes requests. Once it closes you can no longer apply, and sometimes the funds run out before the last day. A programme may have several sessions a year or only one.

Applicant's guide

The official document with all the rules: who can apply, which expenses count, which papers you need and how scoring works. If anything differs from what FonduRO says, the guide is what counts.
