About the programme

“Noua Casă” is a government programme through which individuals buy a home with a loan guaranteed by the state through FNGCIMM. A bank gives the loan; the state guarantees part of it, which is why the down payment is smaller. The guarantees (FNGCIMM, checked on 13 October 2026): up to 60% for loans between 59,501 and 119,000 EUR, for new homes, with a down payment of at least 15%; up to 50% for loans of up to 66,500 EUR, for new or older homes, with a down payment of at least 5%. “New” homes have the works acceptance signed no more than 5 years before the loan request (or were seismically strengthened in the same period). For 2026 the ceiling of the guarantees that can be issued is 500 million lei; FonduRO cannot see how much of it is left, so ask the bank. The bank also applies its own lending rules: approval does not depend on the programme alone.

Eligibility conditions

Individuals who, when asking for the loan, own no home or at most one (acquired other than through the programme) with a usable area under 50 sq m; buy a single home in Romania, registered in the land book; are the borrower with the bank. The bank may ask for further conditions.

How to apply

1. Choose a partner bank (the list is on fngcimm.ro) and ask for the home loan under the programme. 2. The bank reviews the file under its own lending rules. 3. What do these words mean?

Eligible

Eligible means you meet the programme's conditions. An eligible expense is one the programme can actually pay for; an ineligible one you pay yourself, even if the project is approved.

Applicant and beneficiary

The applicant is the one who asks for the funding. They become a beneficiary only after the request is approved and they sign the funding contract or decision.

Application session (call)

The period when the institution takes requests. Once it closes you can no longer apply, and sometimes the funds run out before the last day. A programme may have several sessions a year or only one.

Applicant's guide

The official document with all the rules: who can apply, which expenses count, which papers you need and how scoring works. If anything differs from what FonduRO says, the guide is what counts.
